Plan No-Cook Meals When Water Is Scarce

Build a mixed food reserve that still works when you cannot spare water, stove fuel or refrigeration.

  1. 01

    Sort foods by preparation burden

Mark each item ready-to-eat, water-needed or cooking-needed. Dried beans can demand water, fuel and time; commercial cooked beans in intact shelf-stable packaging can be eaten as directed with much less preparation.

  2. 02

    Build complete familiar meals

Combine foods your household can eat: suitable shelf-stable proteins, grains or crackers, canned produce and fats. Read labels for any preparation requirement. Do not rely solely on powders and dry staples.

  3. 03

    Set aside real water needs

Ready.gov recommends at least 1 gallon per person per day for several days for drinking and sanitation. Needs may be higher with heat, illness or other circumstances. Add meal preparation water to your plan rather than double-counting it.

  4. 04

    Choose small packages

Without refrigeration, prefer portions that can be finished safely after opening. Keep labels for after-opening instructions. Shelf-stable does not generally mean shelf-stable after opening, and rehydrated leftovers need safe handling.

  5. 05

    Rehearse without utilities

Prepare a sample day's meals with the planned equipment. Record safe water, fuel and cleanup supplies actually used. Change the menu if it requires resources you will not have; never use outdoor grills or camp stoves indoors.
